1) NDA or CA:

How to identify those who are qualified, capable, and ready to do business? 
How to test their price reasonable or not? 
Are they competitive  enough? 
It is a good method by using some old parts’ specifications to test. 
But before that, remember to sign the NDA or Confidential Agreements, it is the 1st priority.

但在此之前,記得與他們簽訂保密協議 / 機密協議,這是第一優先級的事情。

2) GTCP & GTR: 
Potential suppliers will be given with technical requirements about quality, as well as those 
about commercial regulationsThe cooperation way need to be aligned with them before any 
further contact.

請提供質量技術要求和商業要素要求給潛在供應商。

To get a better view, we have to consult to:
The State Administration for Industry and Commerce; 
The National Administration of Taxation; 
The local and higher Law Court. 
What we need to figure out is whether they have bad or illegal records, or they're 
getting involved in financial disputes.
